A detailed account of the budget was posted for further review. John gave a projection for next year\u2019s budget. It included the savings of $3600 a year due to a $7000 street light purchase. It will take about 22 months for this purchase to pay off. His report also mapped expenditures for the year \u2013 John opened the floor for questions about the budget and HOA dues. Clarity was given to a resident who did not understand why it was stated that a new homeowner is responsible for any HOA back fees of a previous owner when buying a home. It was explained that the payment of the back fees are usually negotiated at closing and typically paid for by the seller. Thanks to John\u2019s diligence, there are now only 9 outstanding lots: 1 lot- foreclosure; 2- bankruptcy- 4 liens \u2013 2 in a pay off program.<\/p>\n<p>-STREET LIGHTS: John informed homeowners in attendance about the status of the HOA light project which involves buying the lights in the non-compliant section of the neighborhood. Currently, a buyer has expressed to the HOA his desire to purchase the lots in Phase II. As a result, the current proposal on the table concerning the light project is on hold. The proposal involves asking homeowners in the non-compliant area if they would like to purchase the lights located on their street\u2013 if not \u2013 the HOA will remove the lights and place the 11 lights in the compliant (HOA payees) area of the neighborhood.<\/p>\n<p>-HOA NEIGHBORHOOD GRANT &#8211; Andi informed residents about the Neighborhood Grant program explaining its purpose and how it works. ALL neighborhood groups qualify \u2013 the entire Neighborhood Night Out could have been funded, matched with only volunteer hours ($20.85\/hr now); We need volunteers. A club or community group such as a book club qualifies. Any amount the board raises\/donates (volunteer hours or money), will be matched by the neighborhood grant program. Organizing community support is one of the next major steps for initiating a grant project. The next Grant application deadline is Feb 15, 2012<\/p>\n<p>-COMMUNITY INVOLVEMENT \u2013 Residents were encouraged to sign up for community clubs. Dondra and Shelley will work together to initiate contact for those clubs that have had more than 2 people to sign up.<\/p>\n<p>NEIGHBORHOOD CONCERNS-<br \/>\n*poor yard maintenance: poor yard upkeep negatively affects property value. Brett suggested that the board issue a letter to neighbors outlining the requirements for yard maintenance which includes: a weed-free yard, mowed lawn, cut, trim, &#8211; basically; an attractive and neat landscaping free of noticeable debris. *trash cans in view: residents should not leave their trash can(s) in view. The covenants state that all trash cans must be hidden from view using screens: only an aerial view is permitted. *cars should not be parked in awkward positions near stop signs *dog owners should not allow their dogs to freely roam the neighborhood and should scoop any poop made by their dogs in the neighbor\u2019s yard *residents need a reminder to NOT speed in the neighborhood. Children are often at play and drivers must slow down to ensure safety.<\/p>\n<p>-HOA 2012 BOARD \u2013 One new addition to the board \u2013 Kimberly Christenbury; a self-nomination was voted in to replace the retiring Mike Eppley who dedicated over 2 years of volunteer service .
